DIVISION II DEADLINES FOR 08-09 SEASONAL YEAR AND FOR 2 NOTE: ALL DIVISION II ROSTERS WILL BE INITIALLY ENTERED AS POOL ROSTERS (See MSA Division II Policy). PERMANENT ROSTERS MAY BE SUBMITTED FROM POOLS AFTER DIVISION II REGISTRATION FEES ARE PAID AND PLAYER/COACHES PASSES ARE ISSUED. March 1, 2009 - Deadline for Division II Rosters (Pool Rosters) March 1 is the deadline for forming and registering Division II pool rosters for President’s Cup. Minimum, legal size for pools is the number of field players for the age/gender group +1, e.g., U10 minimum size is 7. Note that all rosters submitted are pools until declared as final, permanent rosters. Registration includes submitting roster and photos for coach/player passes plus payment of DII registration and pass fee of $21. April 13, '09 is Deadline for submission of permanent Division II TEAM rosters for the President's Cup from the Pools. Instructions for submiting final Division II TEAM rosters will be provided soon on the President's Cup web page. April 14, '09 - Opening Day of Registration for 2009 President’s Cup to be hosted by JFC. April 27, '09 - Deadline to Register for 2009 President’s Cup. (IMPORTANT NOTE: Registration for President’s Cup may be ended sooner if maximum number of teams in certain age/gender groups are reached or if acceptance of additional teams creates unacceptable bracketing. As a result, early registration of teams is encouraged.) May 1, '09 - Freeze Date for Division II President’s Cup Teams. Players may be added to permanent rosters until the Freeze Date. NO changes will be permitted to rosters after the freeze date! May 15- 17, '09 President’s Cup - hosted by JFC, Jackson, MS
Program: The Program shall be composed of a) permanent, rostered teams made up of secondarily-registered players; or b) developmental player pools made up of secondarily-registered recreation players and established for the purpose of player training and match experience. The players in the developmental pools may be selected for temporary match or event rosters in order to gain match experience during the course of the developmental period. One or more permanent, rostered teams may be established from the player pool by the deadline specified by MSA during the spring season. Permanent, rostered teams in the Program will be eligible to compete in the MSA President’s Cup. The permanent-rostered teams and the developmental player pools may be formed in any manner, including tryouts. There is no player age variance required. Organizations may form more than one team or more than one player pool in any age division. There is no requirement for the composition of teams to be adjusted to insure a competitive balance between multiple teams. To be considered a Division II program, it must be opened to any and all players from its MSA-approved territorial boundaries and meet the following additional requirements. Objectives: This Program is played in dual age Divisions (U10, U12, U14, U16, & U19). a. Division II teams or developmental player pools may only be composed of secondarily registered players. b. Division II teams may be formed in any manner, including tryouts. There is no player age variance requirement. Division II teams may not be formed until after Division I teams are rostered or August 1st whichever comes first. c. Secondarily-registered Division II Developmental Player Pools are to be composed of registered recreation players pursuant to all fees and player pass requirements. Maximum size of the player pool is 30 players in all age groups. If the number of players in the age group exceeds 30, a second player pool must be formed. Selection of players for Event or Permanent Team rosters may be made across multiple pools. Discipline Reporting: Is currently not required Passes and Travel: Division II Teams are required to obtain player passes and travel permits as specified in the Division II Policy. Organizations may form multiple teams/pools in each age division. Unless otherwise stated, all other Division I policies apply.
a. Released players are expected to continue to play recreational soccer in their local organization, which takes precedence over Division II play in cases of a conflict. These releases may only occur within the player’s district of domicile. Violations of this policy are subject to the terms of Violation Penalties. 1. These types of releases are limited to three (3) per age/gender group per year from each released player’s organization and are to be initiated by the released players organization and are only allowed within the MSA District in which they are domiciled. 2. A Division II pool/team must have a minimum of 75 % (percent) of its players from the sponsoring organization. 3. Released players in Division II revert back to their home organization for the next seasonal year. Organizational Deadlines and Responsibilities: All organizations intending or considering forming Division II Teams must submit a, local board resolution, process of team formation documentation and an online letter of intent, to the MSA Office no later than September 1st of the new seasonal year, describing the possible age/gender divisions within which the teams may be formed and whether the teams secondarily rostered as developmental player pools. It is recognized that secondary registered teams will form after recreational teams; however, organizations must immediately upon formation of teams, properly register the teams with the MSA State Office. Developmental Player Pools: All Division II rosters will be initially submitted as a Developmental Pool roster. Permanent team will later be selected from these pool rosters. Player pools may be registered with the MSA Office effective September 1 of the new seasonal year according to the published Division II pool registration procedures. The registration procedure includes obtaining player passes and coach passes. The deadline for completing the registration process for a new US Youth Soccer, legal-size player pool (number of field players plus one) with the MSA Office is March 1st. Player pools will remain an entity at least until the deadline for declaring permanent rosters from the pools. “Event Pool-Team” Rosters for Games or Events: “Event pool-team” rosters will be created from Developmental Pools for games or events, such as tournaments, during the developmental pool season by completing a submission using the online facilities provided on the MSA web site. If multiple developmental player pools are formed in an age/gender group, Event pool-team rosters may be selected from the entire group of players from the multiple pools. The event pool-team roster submission must be entered in advance of the event within the time constraints published by MSA on the Division II web site that conforms to the online facilities available. The event pool-team may compete against other event pool teams from the same pool, against event pool-teams from the player pools of other organizations, against permanent Division II teams, against Division I teams, or participate in any other event that is not in conflict with the Division III teams from which the pool-team is primarily registered. Event Pool-Team Roster Sizes: Event Pool-Team Rosters must conform to the roster requirements of the event or tournament in which the Pool Team is participating. Permanent Team Rosters: Permanent team rosters will be selected from existing developmental player pools as an online submission using the MSA web site at any time after the developmental player pools are registered until the deadline for submitting permanent rosters. The deadline for submitting permanent team rosters is the Monday, 18 days prior to the Division II freeze date for Presidents Cup, or the Monday of the second week in April which ever is earlier. The precise date of the deadline will be posted for each seasonal year in the MSA online Calendar and on the Division II web site. Submission of Permanent Team Rosters: If multiple developmental player pools are formed in an age/gender group, permanent team rosters may be selected from the entire group of players from the multiple pools. The deadline for submitting permanent team rosters is the Monday, 18 days prior to the Division II freeze date for Presidents Cup, or the Monday of the second week in April which ever is earlier. Organizational requirements to verify the submitted permanent rosters will be posted based upon the online capabilities available for the permanent team roster selection process. Game Scheduling: Although it is not required, a scheduling meeting shall be held to facilitate inter-play between Division II Teams. Teams are not required to play any other Division II Team. Match scheduling is entirely up to each team. MSA Sanctioned Tournaments: Organizations are encouraged to include Division II brackets as a part of their Tournaments. Division II Teams may also compete in Competitive Tournaments. MSA Sponsored Tournaments: MSA shall sponsor the Presidents Cup Tournament as a Championship Tournament to include Division II Teams. District level competitions may be played if sufficient numbers of teams warrant them. The Champions of the Division II portion of this event will proceed to the USYSA National Directors Cup. The MSA Council shall publish annually the tournament rules and make them an exhibit in this manual. Co-operation: Organizations shall try to facilitate cooperation between coaches of Recreational Division III Teams and Secondarily rostered Division II Teams to ensure that the player has the opportunity to compete at both levels; however, in the case of a conflict, players must play with their primarily registered team. Violation Penalties: Any violation of the requirement to play with the primary team or written report documenting coercion against a secondarily rostered Division II player shall result in suspension of the violating team for the two calendar months following the month of the violation. The team will be considered not in good standing during the suspension. Repeated violation shall be referred to the MSA State Level Disciplinary and Protest Committee, who shall act and impose additional penalties as they determine, are appropriate.
